The content slider on the DotNetNuke.com home page seems to be using Engage's Rotator module.  That particular module comes with several templates, including "Next" and "Previous" links.  So, one answer to your question is ... get that module.

If you look at the default website with the Dark Knight skin on any DotNetNuke installation, you'll see another way to do it.

Both the Dark Knight skin roator and Engage Rotator use the jQuery Cycle plugin.  So, if you look over the documentation for that  you'll find lots of information and lots of examples of things that you can do with the code.  One demo has a Next and Previous link.  These can easily be changes to graphic links (< and >) and styled to appear wherever you want them.
