I have been having the same issue, but I didn't upgrade. I installed a new version of  4.6.0.

Has anyone found where to make this change in the DB yet?

"Require valid profile for registration:" must be located in the ModuleSettings table with the moduleID of the user accounts module.

Please, if you use 4.6.0, upgrade at least to 4.6.2 that contains several bugs fixed.
