How do i set the default Portal Settings ? 

When we install a new portal, I would like to specify certain settings for the Admin Setting section, viz, I wanted to have the Control panel visible only for the Page Editor not for the Module Editor,

Where / how do I do that ?

You need two roles to accomplish this: one for page editors and one for module editors. Users only in the module editor role will not see the Control Panel.

default settings are stored in the portal template you use, i.e. create a portal with according settings and generate a portal template from in in host :: portals menu item.
