when finally went to my site  http://kotenok-gaf.ru/Install/Install.aspx?mode=Install 

I get runtime error... I knew it will not be a smoothride BUT I should be able to see custom errors I can take this line <customErrors mode="Off"/>
 and I find exact one in my webconfig it is where it supposed to be but still I get this error... drives me nuts!

don't know what to do since I did everything step by step as it was in that guide!

 I can't believe my "LUCK"

well solved the problem with custome errors ( it was a tricky one - turn web.config into web.config.xml to see where the problem is and fix it )

now another problem is connection string.. it was copied from old working web.config ( from DNN3 ) but here it is not working.. what's wrong? - I don't know

ERROR: Could not connect to database specified in connectionString for SqlDataProvider

there are 2 connection strings in the web.config, make sure you update both of them. Also, make sure they're active i.e. remove the comment characters <!-- -->

yes I did place the values in these 2 places and I can connect to DB  using these values

I have remover the <-- and --> around  STILL
