help cant 4.0 get to run right 

Please anyone who has got the starter kit up and running....I need your help...

I have for the past month have over and over try to get starter kit 4.0.2 to install and got no where. from the forms went back to installed 4.0 got some type of page up. but only can see it within Microsoft Visual Web Developer 2005 is open with a link of

http://localhost:4637/DotNetNuke/Home/tabid/36/Default.aspx 

2nd all the modules show has  unavailable   " An error has occurred.
Error: Site Menu is currently unavailable."
where do i go now. going nuts dont know what i'm doing worng... i'm still 2 the point i can format and start over if need to just want to get a basic page is up. then go to a club site mode

setup is on a server2003 sp1 and sqlexpress 2005. virtual Dir is in the www root.
