Give user limited admin rights? 

Can I give a user a subset of admin rights? I'd like them to be able to just manage users/groups but nothing else.

No, but look up WorkControl UserManager on Snowcovered... does the job admirably.

This addon still gives users the ability to edit modules. Am I reading this wrong or is there not a way to allow grant user management privileges and only those privileges to a user? Any help would be appreciated.

The Workcontrol module will let an assigned role manage user accounts and roles. It also has granularity settings allowing you to set exactly which roles can be edited by the assigned role. This doesn't have anything directly to do with module edit permissions, so I'm not sure exactly what you mean?
