Runs in IIS but not from VWD 2008 

My DNN site will run in IIS referencing the site, but does work from VWD2008. Sometimes it will give site is under construction message or :

Cannot open user default database. Login failed.
Login failed for user 'NT AUTHORITY\NETWORK SERVICE'.
