Page Editor vs Administrator permissions 

I've gone to Help, the DotNetNuke Help, even searched on Google etc and cannot find where you can set permissions for a Page Editor or a Section Editor.  All I can find is the ability to edit a text/html module and save the new text.
I would like to have two levels of Page Editors; one that can add new pages under their tree, and other that can only add or edit modules onto pages that have been setup for them.
Both need the ability to edit the Titles of the text/html modules.
Where are the instructions to set these capabilities?

DNN 4.08.something (or is it 4.8.something?)
on an installation that has multiple websites - so I don't want to create these permissions on all websites, just some.

editing permissions for page editors need to be set per page in page settings.
