Converting multiple websites to DNN 

I am working to consolidate two websites that are not DNN websites into one DNN website using multiple portals.  I need to be able to do this in a development environment so I know that everything is good before switching over.  I can't seem to successfully create child portals in my VS2005 development system.  I am not using IIS in the development environment. 

So, what steps should I follow to;

1) Create multiple child portals in my VS2005 development environment?

2) Once the new websites are developed, what is the best way to port them to production with the shortest amount of downtime?

Use IIS.  Make sure you want child portals and not parent portals.
