How to let administrator assign a role directly when create a user? 

I want to use admin account to create a user account and set his role directly(In the same page..). General user still need to register through normal sign up page. Is it possible to do this?

Yep, WorkControl's UserManager module will let you do this. Well worth getting if you spend any amount of time managing memberships.
