about the "Display Module On All Pages" in manage pages 

When I select the  "Display Module On All Pages" option, yes, It does work in common pages.

But,it's not enabled in manage pages,eg . Under "Admin" or "host".

Why??? How can I let manage pages show modules too?

In the Cambrian release of DNN, it's been said that admin pages will no longer be special, so that you can mix admin and regular modules, but that isn't possible now.  To put a module on the admin pages, you would need to place it in the skin as a skin object.  There's a tutorial on creating skin objects here: http://www.wwwcoder.com/tabid/68/type/art/parentid/224/site/6373/default.aspx

I use modules replace skin objects is because the skin object is limited.eg,logo token cant  support  flash, copyright token  permit limited charactor.

You can make your modules into skin objects, so that they won't be limited in the way that the built-in skin objects are.  You can create a skin object that shows a Flash logo (or even just add the Flash logo directly into your skin).  You don't need to use the built-in skin object to put your modules into the skin.
