Adding menus & toolbar like features 

The DNN site has some nifty toolbar like features, images and dropdown menus, located top-right of the logo.  How can I create similar functionality?  Are these controls or have to be added via VB programming?

There is a skin object called skinergy from www.speerion.com, but it is not obtainable from the vendor any longer. search for the name in these forum to retrieve a different option to obtain it.
