Createa Portal Parent 

I have enabled Question / Answer for passwords. When I want to create a Portal Parent an error message appears asking the question but did not see the field.

As a remedy, I have to change the web.config, indicate the false parameter question / answer, creating the portal and  change to the web.config. For some users is not a correct solution.  How can I create a portal parent without changing the web.config?
