The only way I, too, can 'fix' this problem is to create each user in the parent and child. 

Any progress on another fix (after several months)?

After wasting a half day on this I found out that the "DNNMasters Multi Portal User Sharing Xtreme for DNN 4.5.x" module solved this.  I am not pitching it.  I think they may have a 30-day  trial.

I have to do some more testing but I think it solves it.   I ran into this with a highly  customized repository  module with IE only on a child portal.  I never ran into the issue on the main portal or when I was using FF.  This thread was a little hard to find.  It would make a good blog and save some peoplequite a bit of pain.
