Can't change passwords 

Here's the problem:

 

I have set up the DNN portal.  I can log in as Host or Admin, and even create a new user and register a user.  However, once the password is set, I can't change it.  I can't change the Admin or Host password, and once a user is created, I can't change that password either.  I can go into the user's settings and modify, and all appears to be well, but when I log out and try and log back in, I am forced to use the original password.  I can make changes to the site, upload modules, etc..., the only problem I am having is changing passwords.

Any help would be appreciated.  Thanks in advance.
