How do I configure email accounts for multiple portals 

I have 1 main site and 3 portals I configured the email serversfor the main site but I'm not sure how to configure the mail servers for the sub portals

You configured the mail component under the Host Settings which means it applies to all portals. As long as the admin on each portal has a valid email address you should be good to go.

The corrolary to this is that all email shows as coming from the main mail address, not individual ones for each portal.

That's not necessarily true Jeff. I'm sure there are instances but I've got different admin emails on a couple of portals and all user registrations, forum post notifications, newsletters, etc come from the individual portal admin email address.
