I really appreciate all of your help but I have one more question.  I have put it in my portals root directory but I need to know how DNN or the browser is going to recognize that that is what it is there for.  Do I need to put HTML code any where in settings pages or what should I do?

You don't need to do anything else.

One thing however is that browsers (IE) are fussy about picking up the icon, and you'll find that once it has picked up one icon, it is hard to make it change to another. The trick is to ignore what's happening on your own browser.. your new site visitors will get the new icon, and eventually your own browser will as well.

You might find it useful to also overwrite the DNN branded one in the root that has also been mentioned in the other posts here.

It automagically picks up the file named favicon.ico  So you just need to put the file in the right location..
