How do I configure a root menu item so it's not clickable? 

I would like to create a top menu item whose only purpose is to group its submenu items, like the "Resources" and "Programs" menus at the top of this page. Notice how when you click on them they just display their submenus and don't link to anything.

Go to the Page Settings-Advanced Settings-Disable and check it.

Greg,  make your top-level page. Go into the page settings, open the Advanced Settings, tick the Disabled check box, Update. It will show in the menu, but will not respond to a click.
