It came preinstalled.

Is this a redirection problem? How do I correct this issue? Do I need to uninstall and then re-install? Are there easy installer/config packages (it took me a while to make sense of the zip file, file structure and figure out I needed to upgrade my .Net and switch the app pool from 1.1)?  Is there a simple config file that will allow me to edit the base web site?

What do you mean it came pre-installed?  Download the "DotNetNuke 4.8.2 Docs" files and in that file you will find and installation guide.  If after you follow the instructions in this guide you have issues post them here and we can help you resolve them.

You have a wrong assumtion (based on experience with other CMS) that there is a separate admin URL - it is NOT. Browse to you site, click the login link, enter Superuser ("Host") or Admin user credentials and you will get displayed injected Edit controls to edit the content in place.
