Can't create portals after moving to Server 2003 

I recently setup a brand-new webserver running server 2003 and MS SQL Standard 05. I had been working on a local intall of DNN 4.8.4 for our intranet. I decided to do a fresh install on the server. After installing, I enabled the AD authentication. I then decided to create a child portal for every department in our local gov organization. When I click on "Create Portal" nothing happens. I then figured that maybe something went crazy with the fresh install so I decided to move the local install (which I had been able to create portals). I then enabled AD on this install. When attempting to create portals...the same thing...it just sat their staring at me.

Any ideas?

Can you create portals if AD authentication isn't enabled?  If so, then I suggest posting over in the AD forum to see if someone else has experienced this, http://www.dotnetnuke.com/Community/Forums/tabid/795/forumid/89/scope/threads/Default.aspx
