How to Secure portions of a page 

I have created a site with multiple users. Each user has thier own page. They should be able to add any module they choose and edit it as desired. However I would liek to keep them from editing a image module that I have placed on each page and would also like to keep them from changing the page skin. I do not mind however if they choose to change a module skin on a module they have inserted on their page.

Can someone explain how to do this?
