Update: I've got the Microsoft Visual Web Developer 2008 Installed. It turns out that I still needed to install the starter kit because it is the partner to the Web Developer software and they work together. I can't believe how much easier it is to develop a skin this way! There should be some basic instructions about this in the instructions or in the skinning guide or something. I seem to keep learning everything the hard way.

I still need info on how to format skin objects if anyone wants to take pity on me and give me a link.

Using VWD2008 open the skin.css file, insert these classes:

.SkinObject
{

}

A.SkinObject:link
{

}

A.SkinObject:visited
{

}

A.SkinObject:hover
{

}

A.SkinObject:active
{

}

Then right-click inside the brackets and select "Build Style". You can format them the way you like. To see your skin in action just save the .css file, and refresh the website in the browser. Remember that if you don't set a value, it will be inherited by the default .css file.
