What did you mean?
A program to make the code (VS or javascript)?
A code that renders when a page is loaded (that does dnn)?
Or would you simple say: setting a skin and a container for a page?

1) There are probably some 3rd party solutions for this if you want to put a little $ into it and be done with it: www.snowcovered.com

2) Consider one container but change the CSS stylesheet per user, which would allow unique colors, appearance, images, etc. For this check out http://skinergy.speerio.net
Also search for "DotNetNuke Background images based on Tabname" and "Multiple Skins in one skin folder" in http://blogs.snapsis.com

3) Although these threads talk about how to set skins based on some value (usually UserId), I think they may help you figure out how to set modules also:
