Skin appears that it is not using the Style Sheet 

I created a skin and it works fine when it is uploaded to the host skins; however, when I try to upload it to any other portal it appears as if it is not reading the .CSS file that I created.  For instance the background is solid black and the menu's have been reworked and I don't see any of those changes.  Menus are still default and the background shows in white.

I have a feeling I am missing something simple here.

Where did you make these changes? Skin.css or Portal.css or...

Oops.... Should have mentioned that....  I made a skin.css file.  From what I understand, those "overwrite" the default css tags.

The background is white and I set the background in the Skin.css file as black.  Also, I have tested this skin in a local test environment, but I installed the skin as host and it works fine.
