Adding extra horizontal pane to skin 

I would normally just try to figure this out myself, but I don't have time right now. I'm not a designer, nor have worked with any skin stuff, just module code. I want to pay somebody to do this. If this is not the right forum, could somebody point me in the right direction?

I'm looking for a freelancer that would do this. What I need is to have a 2 horizontal pane skin converted to a 3 horizontal pane skin. I tried contacting the original author, but I have gotten no response so far. I contacted several other websites that say they do custom skin work, but nobody has gotten back to me either. I have the original skin package.
