I checked Root Namespace and its blank

When I use VS 2003 it compiles the application but its not updating .dll file, does that mean that its not getting compiled properly?

Its not changing the dll file of the project,

I mean If I add any controls it will display in the front end but  its not taking any changes in the code behind file

How can i fix this??
