Provide user admin to a non-administrative account 
Is there a way of displaying the Users.ascx and ManageUsers.ascx within a page so that a user that doesn't belong to the Administrators role can manage users?

I have looked at the db and spotted that by modifying the sp dnn_GetDesktopModulesByPortal I can get it to return the admin modules as well. However I would prefer to avoid changing core functionality, and I have spotted that this still doesn't display the option to add a new user.

You can incude any module control in a custom module (even one that is part of the core Admin area), in theory.  However you will need to "use" back-door tricks to add the control to your Module Definition as the UI only looks in Desktop Modules, as does the Installer.
