Webervice and DNN - How?

I am trying to add a webservice to add a user from a remote site, when I do this, I get an error about the Cache.

This happens even when I use code that doesn't use DNN, but has a reference to the DLL.

Is there anyway that a webservice can be used to add users/roles/interact with DNN Code?

Any pointers on this would be great.

Thanks.
