New URL control problems 

I am rebuilding the url control from the core to allow for some large uploads and a upload progress bar -

 

I copied the core URLControl page and code and have modified it and changed the namespace and all now when  I try to place my control in the documents module I get

C:\Inetpub\wwwroot\DotNetNuke\DesktopModules\Documents\EditDocs.ascx.vb(49): Reference required to assembly 'DotNetNuke' containing the base class 'DotNetNuke.Framework.UserControlBase'. Add one to your project.

there is a reference to the dotnetnuke.dll but I dont quite know what is being required here can someone give me an idea?
