Ray,

I think the best way to do this is to invest in one of the bulk user import modules.  You can look through them by going to Snowcovered.com and search for "user import".  Typically these modules just read in a comma delimited file which I'm sure you could easily create from your data and they will load the user structures.  I think if you can put out $50 to $75 dollars you might find this to be a really easy task.  We have used this method on some client projects where we had to import thousands of users from an older database with unencrypted passwords and it worked well.
