LocalResourceFile being lost in nested PortalModuleBase? 

I am trying to create a custom bulk email module in the form of a wizard. The wizard control inherits from PortalModuleBase and I have copied the BulkEmail.ascx file from the admin/users folder to my new module and added it to one of the steps in the wizard as a user control. The control seems to be working correctly except that none of the BulkEmail control’s text is appearing on the page. It cannot seem to find it's own LocalResourceFile

I have not changed the BulkEmail control (other than namespaces) in any way since it was copied. I have tested copying the BulkEmail.ascx control to another module where it is not nested inside another PortalModuleBase and it works - text and all. Based on this I’m thinking it may have something to do with nesting PortalModuleBases but am at a loss as to why. As far as I understand it, PortalModuleBase ultimately inherits from UserControl, so it should be able to be used as one. Does anyone have any insights into why this might be happening and how I can fix it?
