API to generate LinkClick.aspx parameters 

I've got a pdf file stored in a Secured File Directory of my DNN installation.  I'd like to programatically be able to generate the correct LinkClick.aspx URL to the file, given it's path name.  Is there an API that will do that?  I tried some flavors of DotNetNuke.Common.Globals.LinkClick(), but it would always just put in the parameter as the filepath, rather than converting it to the correct FileID= parameter.
