How to get the menu to render first instead of last 

We're developing off of DNN 4.5.3 and we need to get our menu loading (displaying/rendering) much faster; currently, the menu does not display under after all other page content finishes.  This might not be a problem except that our banner ads are a little slow, meaning that the menu is sluggish to show--it should be instant.  I also noticed that if I save the rendered page and play with the order of the menu-related javascript, the menu loads immediately.  (I moved the dnnVariable chunck and the initMenu call up from the bottom of the file to just below where the menu actually is on the page.)  Where do I control where this javascript gets inserted into the page?
