Statment no valid in namespace

Trying to figure out why I get this error:  Statement not valid in namespace.  here is the code:

Inherits Entities.Modules.PortalModuleBase
Implements Entities.Modules.IActionable

#Region "Optional Interfaces"

Public ReadOnly Property ModuleActions() As _
    DotNetNuke.Entities.Modules.Actions.ModuleActionCollection _
    Implements DotNetNuke.Entities.Modules.IActionable.ModuleActions
        Get
            Dim Actions As New Entities.Modules.Actions.ModuleActionCollection

            Actions.Add(GetNextActionID, Localization.GetString(Entities.Modules.Actions.ModuleActionType.AddContent, LocalResourceFile), Entities.Modules.Actions.ModuleActionType.AddContent, "", "", EditUrl(), False, Security.SecurityAccessLevel.Edit, True, False)
            Return Actions
        End Get
    End Property
#End Region

Ideas?

Re: Statment no valid in namespace

The "statement is not valid in namespace" would be generated if your posted code is not contained within a class declaration. Do you have something like:

Namespace MyNamespace

     Public Partial Class MyModule
           Inherits Entities.Modules.PortalModuleBase
           Implements Entities.Modules.IActionable

            . . . . . .

    End Class
End Namespace
