Question: How do you create Disclaimer pop-up? 

I am looking for something, and I don't know exactly where to look.  Do you know if anything has been developed to do  this?

I need a pop-up with a disclaimer...where, every time a user comes to the website, a pop-up shows up with the disclaimer, and they must click a button to continue on to the website.  They do not need to click it to go between webpages, though, after the 1st time it is shown.  Is there a way to do this?  Or, is there a module available?  I would guess that this needs to be controlled by a cookie, but I'm not a programmer, and I don't know where to go for this.  I'm not going to be using registrations, so it needs to be for all users.   It also would need to work in case someone has a shortcut to any webpage...it would need to show the popup.

Any guidance would be appreciated.  Is there a simple script to do this?  Is there a (free) module?  Or what?

This would be easy to create with a custom module that you place on all pages.  This custom module would create a cookie when the user clicks on the accept button.  All othe rpage vistis this page would not show because cookie exists.
