add user for not admin user 

Hi! I need to allow not administrator user to add user. I've added a new role to allow this, but I don't know how to add this feature for this new role, It is enabled with administration role but I want allow only this feature for this new specific role. I've disabled the user registration in site setting because I need to add user manually in this way.

I need a custom module? Some help!?

This is not something that can be done with core components in the 4.x versions of DNN.  Starting with 5.0.0 there will be more options for separation of administration actions.

At this time you would need to look into a custom module.
