it's not enough to have httpapplication, you need a valid httpcontext also (particularly as many dnn functions run via httpmodules). Joe has a suggested workaround for this @ http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryID/441/Default.aspx

no idea I'm afraid (locales come from the portalsettings which should exist if there is a valid dotnetnuke httpcontext [i.e it's running within a web application that has the dotnetnuke web.config]),  you'll have to debug the httpmodule to find out why (use the attach to debugger functionality within vs.net)
