Get or update user profile of a user not logged in 

I have a page I want to display and edit a users profile.  The catch is the profile is not the current logged in user.  I would like to pass a users id to get or update the profile.  How would I go about this?  When I get the information I do it this way:

 

Dim company As New ProfilePropertyDefinition
company = UserController.GetCurrentUserInfo.Profile.ProfileProperties.GetByName(
"Company")

Dim users as New UserController()

Dim user as UserInfo = users.GetUser(PortalId, userId)

user.Profile.ProfileProperties.GetByName("Company")
