does the admin account, specified in Site Settings, have a valid email address, that can be used as sender address ?

besides, make sure the mail server is correctly configured to be on a valid domain, ideally mail.yourdomain.com, if www.yourdomain.com is your server.

I finally figured it out.  The authentication method was set wrong for the SMTP server.  For whatever reason, the test message goes through but the password reminder ones got caught up because of the authentication being sent to anonymous.  I set it to the correct setting and it's all going good now.
