The underconstruction.htm link is hard coded in the installation code.  You would have to modify the core to change it.  Depending on the version of DNN, some have a hard coded 'undeconstruction.htm' page, later versions create the file dynamically.  Anyway, it's not a true 'dynamic page' like normal DNN pages, it actually maps to a physical location.

If you're after a different message, then just replace the contents of the underconstruction page (install\underconstruction.template.htm) with what you would like.
