This is a known issue, the only notifications that work from the DotNetNuke.com forums are subscriptions to ALL threads in a forum group.  Selecting "Notification" in a reply, or the option for notifications on new replies in a topic do NOT work.

This has been this way since the current version of the forum was put in place.
