I'm not sure what you mean by  "publishing" in this context. You could use a pdf report generator (there are some modules floating around that can do that), so you can have your announcements in a pdf file.. is that what you meant?

Just do a search in google, for instance this: http://www.google.com/search?hl=en&q=dotnetnuke+pdf+report+module

Of course, no affiliation with commercial modules implied here! The modules that are available seem to support a custom written stored procedure that will read the announcements you want and publish them in a pdf file.

If you need help using any of the pdf reporting modules, please contact the respective developers, if you need help writing a stored procedure to get the correct data for your pdf, please let me know here..
