This is not the case Erik, I am not using caching, since I had some bugs-problems with caching...

I would be VERY happy if you tell me how to localise my date. The only module which works correctly for me is the ventrian News Article which is correctly localised. Announcement like others are not localised on my DNN 4.4.1

Can you tell us where the default template is stored? It seems everytime the module is urpgaded it will require the user to go into evrey instance to reset the templates is that correct?

AFAIK old templates still work with newer versions of the module. The template for the module is saved in module settings, while the default template is located in the module's SharedResources.resx file

The template system is one of the things that will be looked at for the next version.. I would agree with anyone saying that the current implementation is far from optimal....

The date is actually not localized by dnn, but by ASP.NET, as it is formated using Date.ToLongDateString. This will be fixed for the next version which will allow for more granular support of date formatting (ie. you will be able to pass the desired format in the template)
