History Capacity vs. Display Capacity

In the Chat Settings (version 01.00.01), you can set the History Capacity and the Display Capacity.  The Display Capacity seems to be obvious, essentially changing the capacity (number of messages) of the window that the user sees.  But what is the History Capacity used for?  Is the Chat module saving messages in a history file/database on the server?  If so, can this be captured and downloaded?  Does the History Capacity actually do anything, or was it put in place for some as yet to be added feature?

The History capacity is doing something: it limits the number of messages kept in memory on the server. It will have more important use in the future.
