If you don't mind me asking what provider are you with?  This is a very unusual configuration...

Because most spam is sent from workstations without proper smtp servers, when the message is bounced with a greylist reason, the workstation isn't able to deal with it, so the mail never gets through to the intended recipient.   A real mail server will recognise the reject message (generally a 451 type message) and send it again.

What is surprising is that the 451 message is being sent back to your server, it should be being dealt with by the smtp server that sent the message on your domain's behalf.
