No "Edit Text" in HTML module 

I'm using dnn 4.4.1 with the Text/HTML module definition of 3.3.0, which came with the installation.

For some reason, when I add this module to my site, the "edit text" menu option is missing so I can't edit anything.  I re-installed the 3.3.0 module again, but it doesn't fix the problem, and I cannot upgrade to the newer module that was recently released.  I've read other posts in this forum with the same issue, but it was dnn 4.5 and reinstalling fixed the problem.

Any help as to what I can do to get this module to work is greatly appreciated, thanks!
