Do form action=[LINK] method=get work in dnn

I have pasted the following Dreamweaver generated code into the html/text module. It looks right but doesn't work. The link works OK when it's just a simple link.

<form
action="http://web-home/departments/technology/userandsystemforms/forms/TechnologyPurchaseRequestform.pff"
method=get enctype="application/x-www-form-urlencoded">

<INPUT TYPE="submit" ACTION="http://web-home/departments/technology/userandsystemforms/forms/TechnologyPurchaseRequestform.pff" VALUE="Purchasing Request form" METHOD="get"
ACTION="http://web-home/departments/technology/userandsystemforms/forms/TechnologyPurchaseRequestform.pff"
METHOD=get>

Why does it work??
