I thought there might be issues....

Maybe strUrl.StartsWith(Common.ApplicationPath & "/") would be a better check?

I ran into this same limitation today and came up with a workaround that should work until this can be addressed in the core:  simply add ?:// to the end of the image URL.  It's ignored by IIS and picked up by DNN making it leave the URL as is.  I was linking to an image inside of a module directory in DesktopModules, so my URL looked like this:

/DesktopModules/itcMetaPost/images/myimage.jpg

I changed it to this:

/DesktopModules/itcMetaPost/images/myimage.jpg?://

and DNN stopped adding the /Portals/0/ to the beginnnig.
