which DNN version are you running? AFAIR this issue has been present in one minor version only.

to grant permission for editing content of modules without granting permission to modify the whole page is done by entering MODULE settings and granting "edit Module" permissions - some modules provide additional permissions for more granular control.

I am using 4.8.0 and have the same problem. I use DNN-Blue skin and want to give a user just a module edit access not page edit access. If I set not to display container, the user won't be able to use Rich text editor on Text/Html module. It works if I set to display container.

Is there any way to do this? Thanks,

I am having a similar problem with the repository module. I set up a role to allow users to edit the repository module in order to allow them to create thier own categories but they can't access the module settings to do so unless they have rights to edit the page. Without page edit rights, the hover-over drop-down menu only gives them options for about, print, and help. I do have the container displayed.

I have the same problem. What's weird is that it's not the settings in the module because I have different user account, each with the same role. In one user, I am able to edit the module while the others I am Not able to! thats weird ... :P
