Container Style Sheet in text/html module

In edit mode  as host I see the link to all of my container style sheets in the html that is created by DNN but in view mode I don't.

What must I do to have a container style sheet referenced and used in normal user mode?

I have more information. Using DNN 4.5.2 and note that the first module seems to control the container.css that is linked for a page.

Is that true? Does that mean I can't have a different container style sheet for each module if I wish? Here are the links I see on the transmitted page when I change the conatiner used for the FIRST module. Also I see a double reference to the same style sheet, would/should that no be resolved so there would only be one or do I have a problem with what I have done with the containers?

Content page with the first module set to use the ALT2C container and other modules also use ALT2C
Styles in the ALT2C container are available for the page.

Content page with the first module set to use the DNN_Blue container and other modules also use ALT2C.
Styles in the ALT2C container are NOT available for the page.
